Police officers investigated after man dies in custody

Four police constables are being investigated after a man who approached officers foaming at the mouth was arrested and later died.

The Independent Office for Police Conduct (IOPC) is investigating potential gross misconduct involving the Hampshire Police officers following the death of Nigel Lawrence, 23, in Portsmouth in June.

Body-worn video showed Lawrence was walking in the road on Fratton Road in busy traffic on 22 June when he opened the rear door of a police car in which two officers were taking a suspect to custody.

The IOPC said Lawrence appeared distressed, was foaming around the mouth and speaking incoherently. The officers handcuffed, searched and arrested him after finding drugs.

Lawrence was put in a police van to be taken to hospital, but officers ended up pulling over to give him first aid, and paramedics arrived to help.

He died in hospital the following evening.

An IOPC independent investigation began the same day.

The investigation will look at the decision making and actions of the officers - including the decision to search, arrest, handcuff and detain Lawrence - and decide whether any of them should face disciplinary proceedings.

IOPC director of engagement Derrick Campbell said: "Our thoughts and condolences go to Mr Lawrence's family and friends, and everyone affected by his death.

"As he was in the custody of police at the time he became unwell and later died, it is important that there is a thorough and independent investigation to establish the full circumstances surrounding this incident."
