Woman who killed partner with air rifle to continue treatment for PTSD

A judge concluded Simone Ramage killed her partner by shooting him with an air rifle

A woman who killed her partner with an air rifle - and developed post traumatic stress disorder as a result of the shooting - has been given a three-year supervision and treatment order.

Simone Ramage, 41, fired a weapon at Brian Kowbel at their home in Galashiels on 17 February 2023.

This was determined during an examination of facts procedure, which is used when accused people are found unfit to stand trial due to a mental disorder.

Judge John Morris KC told Ramage he was satisfied the non-custodial sentence was "the most suitable means of dealing with you".

He said Ramage would have to comply with treatment aimed at improving her health.

When asked how she was getting on with her current doctor, Ramage replied: "Good."

The judge told Ramage if she does not comply with the supervision and treatment order, it may be revoked and she will be back in court.

During an examination of facts, the judge sits without a jury and makes a finding based on the circumstances of the case.

Earlier this year, Judge Morris found Ramage responsible for the killing at the High Court in Edinburgh.

Ramage shot Kowbel at their home in Galashiels, leaving him so severely injured that he later died at Borders General Hospital in Melrose.

The judge also found Ramage to have been in possession of an air rifle without holding the relevant firearm certificate.

Judge Susan Craig had deemed Ramage unfit to stand trial at a hearing in March last year.

Two psychiatrists said she had post traumatic stress disorder as a consequence of the shooting.

Ramage's final disposal had been due to be heard in Edinburgh last month but was deferred to allow for the completion of a pre-sentencing social work report.
