Police were called to Welland, near Malvern, at about 16:30 BST on Sunday following a report that two boys on an e-scooter were in possession of a gun.
They were arrested on suspicion of being in possession of a firearm or imitation firearm with intent to cause fear of violence. They have since been released on bail.
Det Sgt Polly Price, of West Mercia Police, said: "We understand an incident of this nature may be alarming for the community, but we want to offer reassurance that we responded quickly."
The force said it was keen to identify the group of young boys who were impacted by the incident.
"It is thought that the suspected weapon was waved towards four young boys," Price said.
"We do not believe they are in involved in the incident, or to have been injured, but we are keen to find out who they are and make sure they are OK.
"If this was you, or your child, please get in touch with us.
"We are also carrying out searches of the area as part our investigation with the aim to recover the suspected firearm."
