'Never again' and 'No 10 of the north'

The damning review of maternity care at the Nottingham University Hospitals NHS Trust is on a number of the front pages. The Times reports that the government has said doctors and NHS managers could be jailed for up to two years if they refuse to co-operate with maternity investigations in future. The paper says senior midwife Donna Ockenden, who carried out this review, revealed that nearly half the 66 senior directors at the trust had refused to give evidence or respond to questions. "Arrogance of the men who wouldn't listen," is the Daily Mail's headline. It highlights how the families who did complain about care were met with an "intimidating male-dominated" panel, who were "dismissive of non-medical voices".
Andy Burnham has "cooled" on the idea of a making Ed Miliband his chancellor, according to the Telegraph, despite him previously having been considered a "frontrunner". The paper reports that Burnham's allies have told him Miliband would be a "risky choice" because of his passion for expensive net zero policies and history of promoting a left-wing agenda when he was Labour leader.
The i Paper says Burnham is considering taking over water companies if they fail or breach their licences. It says his allies are drawing up plans to take control using the model that returned the water of Paris to public ownership in 2010. The paper warns, however, that the Parisian model would not be as straightforward in England because the water firms here own the physical infrastructure, which is not the case in the French capital.
The record temperatures in the UK and Europe also feature widely. "The new normal?" is the simple question the Guardian poses on its front page. And one of the Sun's reporters claims to have discovered, with the help of an infrared thermometer, the best way to beat the heat. It wasn't a dip in a lake, or an ice lolly - but a ferociously spicy vindaloo curry which he said managed to cool his body temperature by 2.2 degrees.
