Ian Lawrence, from the National Association of Probation Officers (Napo), says many people on the early release scheme have no fixed address.
He tells the BBC this means that it hampers the level of supervision that is needed.
Lawrence says he understands concerns from victim support groups around those released, but adds not everybody represents a "threat to the public".
"There has to be a bit of context here," he says, but adds he hopes the measures the government has announced will have an impact.
But on some measures, such as increasing probation staff, he says he's "heard it all before".
These (new) measures don't discuss the numbers of those who leave the service through "burnout", young staff who leave due to the heavy workload, or the "crisis in workloads generally", he says.
"There's many, many problems out there."
